NORWAYGRANTS: PROJECT SALOMON (2022-2024)

                                                            

The project SplošnA boLnišnica nOvo Mesto mObilnostni Načrt/General Hospital Novo mesto mobility plan aims to raise awareness about sustainable mobility and change the way people travel. It runs from 2022 to 2024 and is co-funded by Iceland, Liechtenstein and Norway with 393.971 EUR from the Norway Grants Cooperation Programme.
 
The project partners are:

General hospital Novo mesto is the second largest regional hospital in Slovenia and the largest healthcare institution in Southeast region of Slovenija. With its location near the city centre of the regional capital Novo mesto it is facing mobility challenges within several topics, such as:

- management of traffic flows, improved accessibility, and traffic safety,
- spatial management of traffic areas for different target groups and mobility modes,
- meeting the environmental goals and reducing carbon footprint by reducing negative impacts of traffic    (noise, air quality, greenhouse gas emissions, congestion, accidents),
- improving quality of life related to the health of staff, patients, and visitors.
 
A recent survey on the travel habits of Slovenian citizens showed that 87 % of travellers in the region of Southeast Slovenia mainly use motorised forms of transport, while a negligible share uses more sustainable forms of mobility. Unsurprisingly, indicators on air and noise pollution, congestion and related accident rates call for urgent action on sustainable mobility at the level of high-traffic locations. In line with the Transport Development Strategy of the Republic of Slovenia until 2030, the Integrated Transport Planning Act, the Integrated Transport Strategy of the Municipality of Novo mesto and the National Energy and Climate Plan of the Republic of Slovenia 2030, we aim to achieve the main objective of the project: to mitigate and adapt to climate change by supporting sustainable mobility.

The project aims to increase the share of trips made by sustainable forms of mobility in the area through the development of a mobility plan which will support the management of traffic flows in the hospital area. The project will develop promotional campaigns and measures for implementation of the mobility plan. We plan to develop a mobility concept for larger healthcare facilities which will support them with tools for management of their environmental impact.

The main objective of the project is to support climate change mitigation and reduce vulnerability to climate change by developing a mobility plan and a pilot model for sustainable mobility management for the General Hospital Novo mesto, which is one of the central locations in the region representing a major traffic generator. One of the project objectives is to promoteactive use of sustainable modes for traveling to/from  to the hospital site (active travel, e-vehicles, carpooling or public transport) and to reduce arrivals by private vehicles and the associated transport carbon footprint. The development of a mobility plan will build on the National guidelines for the preparation of mobility plans for institutions, with a holistic approach that encompasses the complexity of all aspects of the mobility. It will involve key stakeholders and build on balanced economic development, social equity and environmental quality.

The main outcomes of the project are:
  • Improved management of sustainable mobility at the General Hospital Novo mesto site through the development of a mobility management plan.
  • Up to 6% increase in number of stakeholders of the General Hospital Novo mesto accessing the site using sustainable forms of mobility,compared to the year before the start of the project activities;
  • Implemented measures from the mobility plan for General hospital Novo mesto (bike-sharing, EV chargers, IT app);
  • Improved awareness about sustainable mobility at the location of the General hospital Novo mesto by 30 %.
The project aims to increase information and awareness among staff and patients about convenient forms of sustainable mobility (such as e-bikes, e-scooters, e-cars, e-cars, pedestrian routes, buses, trains and car sharing) by 30 %, relying on the development of an innovative tool. In addition, we want to upgrade existing cycling and e-vehicle charging facilities to improve access to alternative fuels for sustainable mobility. Our main target groups are employees, visitors, and patients of the General hospital Novo mesto; and a wider range of relevant stakeholders, such as municipalities, public transport providers, NGOs, regional development agencies and the general public, who will be able to use the results and tools from the SALOMON project.
